石油机械产品快速开发与设计是实现“市场响应第一”战略的重要内容。针对影响快速开发与设计的主要因素，提出实现快速开发与设计的主要途径有：利用外部力量和动态联盟开发设计产品；以人为本，完善科技人员的激励引导机制，是实现快速设计的基本前提；推行ＣＡＤ技术，是实现快速开发与设计的基本手段；加强快速设计与开发过程管理，提高设计过程效率和质量。高效制造是“市场响应第一”战略的主要实施过程，决定着市场响应第一目标的实现。分析了影响高效制造的因素及基本实现途径、合作制造及供应商管理问题，提出了供应商管理的具体方法和供应商评价系统。
The rapid development and design of petroleum machinery products is an important part of the “market first response” strategy. In view of the main factors that affect the rapid development and design, the main ways to achieve rapid development and design are as follows: developing products by using external forces and dynamic alliances; developing people-centered and improving the incentive and guidance mechanism for scientific and technical personnel is the basic prerequisite for rapid design; CAD technology, is the basic means to achieve rapid development and design; strengthen the rapid design and development process management, improve the efficiency and quality of the design process. Efficient manufacturing is the main implementation process of the “market response first” strategy, which determines the realization of the first goal of market response. The factors that affect the efficient manufacturing and the basic ways of realization, cooperative manufacturing and supplier management are analyzed. The specific methods of supplier management and supplier evaluation system are put forward.
