目的:建立广东省县域农村基层卫生服务体系绩效评价体系。方法:通过文献研究、问卷调查以及深入访谈等方法构建绩效评价框架及指标,并采用极值法、均值法、量化评分法对广东省67个县域进行评价。结果:三种计算方法所得结果有一定重合度,但分数分布有差异,量化评分法所得总分水平较高。结论:三种评分方法各有优劣,应根据实际应用情境来选择,同时还应采取一系列措施来强化和完善基层卫生服务体系绩效评价工作。
Objective: To establish the performance evaluation system of rural grass-roots health service system in Guangdong Province. Methods: By means of literature research, questionnaires and in-depth interviews, we constructed a performance evaluation framework and indicators, and evaluated the 67 counties in Guangdong Province by means of extremum method, mean value method and quantitative grading method. Results: The results obtained by the three methods have a certain degree of coincidence, but there are some differences in the distribution of scores. The total score obtained by the quantitative score method is higher. Conclusion: The three scoring methods have their own advantages and disadvantages, and they should be selected according to the actual situation. At the same time, a series of measures should be taken to strengthen and improve the performance evaluation of primary health care system.
