同志们:今天,我们在这里纪念我国专利法实施五周年。记得五年前,我国专利法刚开始实施的时候,曾有一位外国朋友把中国的专利制度比作一个呱呱坠地的婴儿,说全世界都听到了她的声音。如果这个比喻是形容中国有史以来第一次真正地建立了专利制度,那么,五年来的事实有力地证明,中国的专利制度是有生命力的,发展是迅速的、健康的。世界知识产权组织总干事鲍格胥去年来北京参加二十一世纪国际专利制度世界讨论会时对中国专利工作给予了高度的评价。回顾我国专利制度的建立和发展,我们不应忘记为我国专利制度奠定基础的领导同志、专家、教授和所有为我国专利事业做出贡献
Comrades: Today, we are here to commemorate the fifth anniversary of the implementation of the Patent Law in our country. I remember five years ago, just when the patent law of our country was first put into effect, one foreign friend compared the Chinese patent system to a baby born in the world and said that her voice was heard all over the world. If this metaphor is the first time in history that China really established the patent system, the facts of the past five years prove that the patent system in China is viable and its development is rapid and healthy. The World Intellectual Property Organization Director-General Bogs Xu spoke highly of China's patent work when he attended Beijing's International Symposium on the Patent System in the 21st Century last year. Recalling the establishment and development of the patent system in our country, we should not forget the leading comrades, experts, professors and all who have laid the foundation for our patent system and made all our contributions to the cause of our patent.
