党的十六大报告强调指出:必须把发展作为党执政兴国的第一要务,不断开创现代化建设的新局面。有条件的地方可以发展得更快一些,在全面建设小康社会的基础上,率先基本实现现代化。这一重要论述,为我们在新世纪新阶段实现全面建设小康社会的奋斗目标指明了方向。威海作为首批沿海开放城市,有基础、有条件、有能力加快发展.为全省、全国做出应有的贡献。最近,根据省委八届五次全委会和省委工作会议精神,市政府确定 GDP 增幅由年初计划的14%调整到16%,工业增加值由16%调整到17.5%,地方财政收入由15%调整到25%,实际利用外资由30%调整到67%,全社会固定资产投资由25%调整到60%,其他一些指标也做了相应调整。目前,威海具备了比较高的潜在增长率,在今后一个时期,只要方法正确,是可以保持一个较高增长速度的,调整今年的预期目标是科学合理的,“翻三番”的奋斗目标是完全可能的。今年一季度 GDP 增长15.5%的事买也说明了这个问题。但是,要把这种潜在增长率变成实际增长率,把预期目标变成实实在在的发展指标,必须抓住机遇,努力工作。就全国来说,十六大提出,“综观
