去年换届以来,德庆县人大常委会以各镇党校作为阵地,举办专业培训班,结合实际,组织县镇两级新一届人民代表学习宪法和有关法律和法规,着重解决代表对人大的性质、地位和作用的认识,初步掌握基本法律知识和基本工作方法,收到很好的效果。去年县、镇两级人大换届后,县人大常委会分析了代表的现状:本届代表中,只有20—30%左右是连选连任的老代表,而有70—80%新当选的代表,他们对代表的地位、作用和任务,如何履行宪法、法律赋予的职责和权利,怎样开展代表活动等都不熟悉。同肘,常委会在调查中了解到,人代会闭会后,不少代表没有开展活动,等待布置工作。“代表代表,会完就了”的情况较为普遍。
