丽政发[2014]3号各县(市、区)人民政府,市政府直属各单位:建筑业是国民经济的支柱产业和富民强市的基础性产业。为进一步加快我市建筑业转型升级,鼓励建筑业企业做大做强,推动建筑经济健康发展,根据省政府《关于加快建筑业转型升级进一步推进建筑强省建设的意见》(浙政发[2011]90号)等文件精神,结合我市实际,现就加快我市建筑业转型升级健康发展提出以下意
