“德治”,即用社会主义道德标准治理国家。其内涵为:社会主义道德建设要以为人民服务为核心,以集体主义为原则,在全社会形成团结互助、平等友爱、共同前进的人际关系。“德治”的伟大意义是:是时代潮流的必然、是依法治国的基础、是长治久安的大计、是素质教育的灵魂、是国民健康的需要。
“Rule by virtue” means governing the country with socialist moral standards. Its connotation is: The construction of socialist ethics must take the service of the people as the core and the principle of collectivism as the principle, and form the interpersonal relations of solidarity, equality and fraternity and common progress in the whole society. The great meaning of “governing by virtue” is: the inevitability of the tide of the times, the foundation of governing the country according to law, the plan for long-term peace and stability, the soul of quality education, and the need of national health.
