胡锦涛同志在“6·25”重要讲话中指出,促进国民经济又好又快发展,关键要在转变经济发展方式上取得重大新进展,这一论断具有十分重要的理论意义与实践意义。黄泰岩在2007年9月18日《求是》杂志发表文章《转变经济发展方式的内涵与实现机制》,认为为了夺取全面建设小康社会的新胜利,必须进一步增强深入贯彻落实科学发展观的自觉性,深刻把握转变经济发展方式的内涵,建立健全转变经济发展方式的实现机制。
