基本单位名录库是统计工作的基础,是经济社会管理的“户口簿”。组织机构代码是各类法人单位的“身份证”。临时码是指尚未领到法定代码或不属于法定代码赋码范围的单位,统计部门在实施经济普查中从临时码段中赋予组织机构临时代码。由于历史和现实的原因,特别是“二经普”后,名录库中临时码使用率居高不下,有的市、县临时码使用率超过了50%,一些不符合标准的企业进入统计调查单位库,一些法人单位行业代码、行政区划等重要信息与实际情况不相符
