[目的]了解龙岩市县级疾病预防控制机构能力建设状况,对存在的问题提出改进意见。[方法]2011年1～2月,对龙岩市7个县级疾病预防控制机构能力建设状况进行调查。[结果]7个县级疾病预防控制机构现有正式职工269人,每万人口0.98人,男女比例为1.59∶1;其中40～49岁占37.17%,50～59岁占25.28%;大专、中专学历分别占37.55%、37.92%,本科以上占18.96%;中级、初级职称分别占38.66%、33.09%,副高以上占14.87%,无职称占13.38%;专业技术人员占88.48%,行政管理和工勤人员占11.52%;卫生专业占51.67%,中西医和其他专业、检验专业、护理专业分别占31.23%、10.78%、6.32%;能力综合素质指数为4.93～6.51。人均工作用房面积为65.26m2,新罗区28.94m2、上杭县56.25m2、连城县45.79m2,均达不到要求;实验室用房面积占30.46%,新罗、漳平、上杭、武平、连城不达标。各县(市、区)实验室A类、B类设备达标率分别为31.92%～83.33%、17.20%～54.82%;A类检验项目开展率为37.29%～68.64%。[结论]龙岩市县级疾病预防控制机构人员结构不合理,检验能力有待加强,办公条件有待改善。
[Objective] To understand the status of capacity building of county-level disease prevention and control institutions in Longyan City and to put forward suggestions for improvement on the existing problems. [Method] From January to February of 2011, the status of capacity building of seven county-level disease prevention and control institutions in Longyan City was investigated. [Results] The 7 county-level disease prevention and control agencies now have 269 formal employees, 0.98 people per 10,000 population, with a male-female ratio of 1.59: 1. Among them, 37.17% are aged 40-49 and 25.28% are aged 50-59. Technical secondary school education accounted for 37.55%, 37.92%, 18.96% above the undergraduate level; intermediate, junior professional titles accounted for 38.66%, 33.09%, 14.87% above the associate high school, 13.38% non-title; professional and technical personnel accounted for 88.48% Management and attendance personnel accounted for 11.52%; health professionals accounted for 51.67%; Chinese and Western medicine and other majors, inspection majors and nursing majors accounted for 31.23%, 10.78% and 6.32% respectively; and the comprehensive competence index for ability was 4.93-6.51. The area of per capita working space is 65.26m2, the area of Xinluo District is 28.94m2, the area of Shanghang County is 56.25m2, and the county of Liancheng County is 45.79m2, failing to meet the requirements. The area of laboratory buildings accounts for 30.46% Wu Ping, Citylink does not meet the standard. The compliance rates of Class A and Class B equipment in laboratories of all counties (cities and districts) were 31.92% -83.33% and 17.20% -54.82% respectively, while that of Class A test items was 37.29% -68.64%. [Conclusion] The structure of personnel in county level disease prevention and control institutions in Longyan is unreasonable, the checking ability needs to be strengthened and the working conditions need to be improved.
