如同车辆在马路上行驶、飞机在航路上飞行一样,各种无线电业务在不同的频率上“各行其道”。无线电管理机构通过对这些“道路”进行科学规划和管理,确保无线电波秩序的安全有序,为各类无线电业务的正常运行保驾护航。我国无线电管理机构对无线电频谱资源的管理是依据国务院和中央军委颁布的《中华人民共和国无线电管理条例》来实施的。国家对无线电频谱实行“统一规划、合理开发、科学管理、有偿使用”。
Just as vehicles travel on the road, the aircraft flies on the route, and the various radios operate “at their own expense” at different frequencies. The radio regulatory agencies, through the scientific planning and management of these “roads,” ensure the orderly arrangement of radio waves and escort the normal operation of all types of radio services. The management of radio frequency spectrum resources by our radio regulatory agencies is based on the Radio Regulations of the People’s Republic of China promulgated by the State Council and the Central Military Commission. The state has implemented “unified planning, rational development, scientific management and paid use” of the radio spectrum.
