如何切实加强各级党组织和党员领导干部“领导人民的能力”，让人民群众打心眼里支持、拥护我们的党，是我们党不断探索的伟大课题。党的十六届四中全会《决定》提出，加强党的执政能力建设，必须始终“以保持党同人民群众的血肉联系为核心”。从1995年开始，我区建立了领导干部联系点、部门包村和干部包户制度，推动全区各级干部深入基层，让各级领导干部把学习理论、提高素质与深入实践、解决农村存在的突出问题有机地结合起来。自治区党委书记曹伯纯在总结建立联系点的好处时说：一是可以了解到基层的真实情况：二是领导干部可以直接帮助当地解决一些实际困难，谋划一些发展的好路子；三是可以直接帮助基层党组织加强建设，更好地带领群众致富；四是推广科技和文化知识，让人民群众在观念上有了更新，在思想上更加解放：五是可以了解社情民意，防止基层各种矛盾激化，有利于社会稳定，但最根本的好处是使各级领导干部能建立起与人民群众深厚的感情，建立起与人民群众直接沟通的渠道，真正保持党同人民群众的血肉联系和做好党的农村工作，对加强农村基层党组织建设具有重要的启示意义。实践证明，我区各级领导干部通过深入基层倾听群众呼声，反映群众意愿。汲取群众的智慧和力量，使各项决策更符合实际和群众的要求，推动了各项工作的落实。因此，建立领导干部党建联系点、部门包村和干部包户这一做法，成为了我区——
