本文重点探讨未来20年我国公路水路交通科技发展的战略思路。交通服务于社会,未来20年是我国社会经济发展的战略机遇期,全面建设小康社会对公路水路交通提出更多、更高和更多样化的运输需求。科技服务于交通,要实现交通新的跨越式发展,必须领先科技进步,领先一支高素质的交通人才队伍。只有继续实施“科教兴交”的发展战略,才能解决发展中存在的诸多矛盾。树立“交通服务于社会,科技服务于交通”的科技发展理念,明确科技发展重点,实施分类研发战略;政府主导和市场推进并举,借助科技平台,实现各类科研资源的整合和优化配置;保护知识产权,加速科技成果转化,最终确保公路水路交通新的跨越式发展目标的实现。
This article focuses on the strategic thinking of the development of China’s road and waterway transportation science and technology in the next 20 years. Transportation services in the community, the next 20 years is the strategic period of social and economic development of our country, building a moderately prosperous society on the highway waterway traffic proposed more, higher and more diversified transport needs. To serve the transportation of science and technology and to achieve new leaps and bounds in transportation, science and technology must be ahead of scientific and technological advances and to lead a contingent of highly qualified traffic personnel. Only by continuing to implement the development strategy of “prospering the diplomatic relations through science and education” can we solve many contradictions in our development. Establish the concept of science and technology development of “traffic service in society and science and technology in traffic”, clarify the focus of science and technology development and implement classified research and development strategy; government-led and market-based promotion and integration of scientific research resources and optimal allocation of resources through scientific and technological platform; Intellectual property rights, accelerate the transformation of scientific and technological achievements, and ultimately ensure the realization of the new leapfrog development goal of highway and waterway transportation.
