同志们: 自治区人民政府批准召开的这次全区水利工作会议,是一次很重要的会议。会议的主要议题是传达贯彻全国农田水利基本建设会议精神,按照中央领导明确提出的要从战略高度认识水利在国民经济中的基础产业地位,重新认识我们水利事业的命脉作用,明确为社会服务的指导思想;认真总结今年的水利工作,研究讨论“八五”期间水利的主要目标和指导原则;安排部署1991年的水利工作计划。自治区政府对召开这次会议十分重视。会前,对开好这次会议的指导思想和主要议题作了指示。今日上午,阿副主席作了重要讲话,首先充分肯定了我区水利建设所取得的成绩,进·步明确了近期水利工作的方向,提出在新形势下开创
Comrades: The autonomous region people’s government approved the convening of this whole district water conservancy work conference, which is a very important meeting. The main topic of the conference is to convey and implement the spirit of the national conference on farmland water conservancy construction. In accordance with the resolution clearly set forth by the central leadership, we should recognize the status of basic industries of water conservancy in the national economy from a strategic perspective, re-understand the lifeline of our water conservancy cause, and clearly serve the community Guiding ideology; conscientiously summarizing this year’s water conservancy work, studying and discussing the main objectives and guiding principles for water conservancy during the “Eighth Five-Year Plan” period; and arranging the deployment of the 1991 water conservancy work plan. The regional government attaches great importance to the convening of this conference. Before the meeting, it gave instructions on the guiding ideology and major issues for the conference. This morning, Vice Chairman A made an important speech. First, we fully affirmed the achievements made in the water conservancy construction in our region and further clarified the direction of water conservancy work in the near future.
