漯河市是河南省中部的一座新兴城市,地处南北气候和东西地形的过渡带。市区分布在沙澧河两岸,京广铁路从市区内跨河而过。特殊的地理位置,使漯河市的城市防洪工作面临着严峻形势。漯河市委、市政府为保障市区人民的生命财产安全,把防汛工作摆上议事日程,狠抓了以下几项工作。 一、深入宣传贯彻《防洪法》,落实以行政首长为核心的各项责任制 《中华人民共和国防洪法》已从今年元月一日起施行。以深入贯彻这部法律为契机,加强市区依法防汛工作,对提高城市防洪水平,防御、减轻洪涝灾害,维护城市居民的生命财产安全有着重要意义。《防洪法》规定:“防汛抗洪工作实行各级人民政府行政首长负责制,统一指挥,分级分部门负责。”行政首长负责制是各项防汛制度的核心,实行这一制度可保证防洪工作的分工配合和全面协调,并能使各种突发性事件得以迅
