自联合国开发计划署于1992年强调图们江区域的开发起,区域中各个国家均历经了由独立开发向联合开发的缓慢转变,归根究底就在于缺乏完善性的立法。我国相关研究人员在近20年里积极致力于图们江区域的发展,均贡献了个体的力量。当下区域合作的法治环境不断优化,但是仍旧有很多问题。比如立法上缺乏统一性和系统性,立法过于原则、流于形式。通过对国内现有法律的整理,对各层次法律进行梳理和比较。再结合国内学者提出的合作模式,最终对图们江区域合作需要提出立法建议。
Since 1992, the United Nations Development Program has emphasized the development of the Tumen River region. All countries in the region have gone through a gradual transition from independent development to joint development. Ultimately, it lacks sound legislation. Relevant researchers in our country have actively devoted themselves to the development of the Tumen River region in the recent 20 years, and have all contributed their individual strength. The current rule of law environment in regional cooperation is constantly being optimized, but many problems still exist. For example, the lack of unity and systematic legislation, the principle of legislation too mere formality. By sorting out the existing laws in our country, the laws at various levels are sorted out and compared. Combined with the cooperation mode proposed by domestic scholars, the paper finally put forward legislative suggestions to the Tumen River regional cooperation.
