成人教育的对象主要是从业人员,自费业余学习历来是我们提倡的一种重要学习方式。但在吃大锅饭的体制下这种学习方式很难形成气候。成人教育目前还主要是企业、国家投资,个人投资微乎其微。这几年,在改革开放的形势下,步子迈得比较大的地区如深圳等,业余自费学习的现象就比较普遍,下面文章中提到的无锡市,业余自费学习的队伍也有壮大的趋势。这种趋势引起了不少成教工作者的关注,他们认为应当加强宣传、引导和提倡,包括制定相应的政策,促其形成有效的机制,使成人教育事业在个人、集体、国家三方投资下得以更好地发展。但这种动力机制如何形成呢?下面两篇文章提出了这个问题,我们期待着更多的同行们能从理论与实践的结合上进一步回答这个问题。
