在对１０年来改革实践的总结与反思的基础上，对新形势下研究与开发组织结构以及管理服务部门的组织管理问题提出了改革新举措。
On the basis of summarizing and reflecting on the reform practice in the past decade, this paper proposes new measures for the reform of the organizational structure of research and development and the organization and management of the management and service departments in the new situation.
