20世纪50年代公私合营之后,计划经济体制建立,本应作为社会福利制度框架主体的民政福利被企业职工福利所取代,成为传统福利制度的核心内容。这种“以职工福利为主,民政福利为辅”的制度模式与社会福利社会化的基本原则相背离,社会福利成了企业(单位)福利,其制度缺陷和非持续性十分明显。本文以上海为例,运用原始档案资料探析20世纪50年代的企业福利制度,是当时社会一项非常重要的民生制度安排,也是计划经济制度全面确立的重大内容之一。
After the public-private partnership in the 1950s, the planned economic system was established and the civil welfare, which should be the main body of the social welfare system framework, was replaced by the welfare of enterprises and became the core of the traditional welfare system. The system mode of “taking the welfare of employees as the main supplement and the welfare of civilians as a supplement” departs from the basic principle of socialization of social welfare, and social welfare becomes the welfare of enterprises (unit), and its institutional defects and non-sustainability are obvious. Taking Shanghai as an example, using the original files to analyze the enterprise welfare system of 1950s is a very important social welfare system arrangement of the society at that time. It is also one of the major contents of the planned economy system.
