自党的十三大提出“大力发展软科学”之后,党中央、国务院又多次强调,要重视和加强决策研究。软科学作为一门决策科学,首要的任务是要在重大决策中发挥参谋作用,保证各项重大决策的正确。这是党和国家对软科学研究机构的历史重托,也是软科学工作者的光荣史命。中国科学技术促进发展研究中心(以下简称研究中心),是国家科委直属的综合性软科学研究机构。1982年10月由国务院批准建立。研究中心主要从事中央一级的科技发展战略、政策、预测、评价、管理以及科技促进社会发展等方面软科学课题的研究,为国家科技、经济、社会发展的宏观决策提供咨询和建议,促进我国科技、经济、社会的协调发展。
