受国务院西部办综合规划组的委托,中国科学院地理科学与资源所组织了“西部开发重点区域规划前期研究”课题,该课题同时被列为中科院知识创新工程重大项目。根据中央关于西部开发的战略部署和国务院西部办要求,他们在以往大量科学研究积累的基础上,通过对西部重点地区深入的调查和严格的数据分析,完成了“西部开发重点区域规划前期研究”报告。报告对西部重点经济带的范围和等级给予了定位;阐述了西部主要中心城市的功能定位;论证提出了各经济带主要区段的产业发展方向及重大建设布局;根据产业和城市发展的要求,论证了合理开发利用水土资源、能源和矿产资源的方案,提出并论证将资源优势转变为经济优势的途径;预测四个重点经济带大规模开发可能引发的生态环境演变及应采取的符合自然规律的措施;根据“点一轴系统”理论和增长极理论,运用地理信息系统和相应的空间分析技术,确定了四个重点经济带的空间范围。本刊摘登的是该报告的主要观点。
