近年来,在城市经济体制改革中,以横向经济联合为基础而兴起的一大批实力较强的企业集团,在总体发展上呈不平衡态势,主要表现在:(1)地区不平衡,经济发达地区多,其余地区少,而在经济发达地区中,非经济特区多,经济特区少。四个特区和海南岛中,仅深圳特区有中航、赛格、深发等几家,①其它几个特区仍是空白或处于起步阶段;(2)类型不平衡。内向型或基本内向型的多,外向型或基本外向型的少。企业集团发展的这种状况,与特区、沿海地区在我国对外开放梯度中所处的高层地位,显然是不相称的。我认为,从实施沿海地区经济发展战略来说,沿海地区特别是经济特区应该多建立外向型企业集团,并发展一批在国际上有影响的实力强大的外向型企业集团。因为,外向型企业集团不仅是适应我国有计
