纵论实施电力需求侧管理(DSM)的必要性。针对我国实施DSM的主要障碍,提出确立电网公司为DSM实施主体,建立DSM公益计划基金,建立合理的电价结构体系,建立直属国务院的权威管理机构等政策建议。
Discuss the necessity of implementing DSM. In response to the major obstacles to the implementation of DSM in China, it is proposed to establish a grid company as the main body of DSM implementation, establish a DSM public welfare plan fund, establish a reasonable electricity price structure system, establish an authoritative management institution directly under the State Council, and other policy recommendations.
