要落实科技第一的地位,关键要解决由谁来落实的问题。 当前在落实科技的地位问题上,首先要摆正主体,即各级主要领导干部要落实科技的地位,所以说,要第一把手抓第一生产力。当前,一部分领导干部摆正了科技的位置,而相当部分领导干部还没有摆正这一位置。落实科技地位也有一个分层次问题,对大多数领导干部来说,首先要在宏观战略的高度上来认识科技的地位问题。
To implement the status of science and technology first, the key problem to be solved by who to implement.
