■教育与经济的关系常常类似于鸡和蛋,谁也无法说清楚究竟先有谁后有谁。既有以教育兴国者,如战后日本。先举一国之财力兴办教育,当人才资源储备到一定程度时,经济产生跨越式的腾飞:也有经济先发展了,然后腾出手凭借雄厚的财力兴办教育,教育又反过来为经济纵深发展提高人才支撑。鄂尔多斯显然属于后者。■假如把经济和教育当作一个地区腾飞的两翼,鄂尔多斯的教育也能像经济那样“扬眉吐气”吗?假如把办学条件的改善和内涵发展分别当作教育腾飞的两翼,它们的拍打是同样有力吗?
