(1992年8月12日) 在加快改革开放、加速经济发展的新形势下,我省水利系统改革座谈会召开了。这次会议的主要任务是:进一步学习贯彻小平同志南巡重要谈话和中央政治局全体会议精神,传达贯彻全国水利改革座谈会精神,交流近阶段各地水利改革情况,统一对在新形势下搞好水利改革重要性和紧迫性的认识,按照我省“三个为主、四个加快”的发展战略,研究我省今后水利改革思路。刚才,戴玉凯同志传达了全国水利改革座谈会精神,讲得很好。现在,根据党组研究的意见,我先作个发言,权作抛砖引玉,请大家讨论。目前各级都在改革,有的地方动作较快,步子较大;有的地方已经有了好思路。请同志们把好经验、好思路、好建议毫无保留地作一次交流,共同谱写一首催人奋进的水利“改革曲”。
