2006年全省劳动保障工作的总体要求是:以科学发展观为统领,认真贯彻党的十六届五中全会、中央经济工作会议、全国劳动保障工作会议以及省委八届六次全会精神,以落实政策、完善制度、推进法制为主线,努力做到促进就业有新思路、完善社会保障体系有新进展、维护权益有新举措、政策法规宣传有新突破,为全省改革发展稳定大局服好务。主要工作目标是:全省城镇新增就业48万人,下岗失业人员和失地无业农民再就业24万人,其中“4050”等困难对象再就业7万人,确保全省现有“零就业”家庭每户至少有1人实现就业再就业,城镇登记失业率控制在5%以内。全年养老、失业、医疗、工伤和生育保险参保人数分别达到567万人、385万人、700万人、290万人、220万人,基金征收收入分别达到170亿元、8.3亿元、55亿元、3.8亿元、1.5亿元。
