从党的十五大召开以来,尤其是十八大之后,法治中国的建设一步步走向成熟,而法治思维的运用正是贯穿其中的灵魂要素。然而,我国目前的法治思维理论和实践存在片面性,注重国内法治建设而忽略了国际法治建设,这与经济社会的全球化发展趋势是不相符的。丰富法治理论,将“软法”理论作为运用国际法治思维的前提,将完善国内法治建设作为运用国际法治思维的基础,并积极参与国际法治行动,把握国际法治发展脉络,是促进法治中国建设的重要思路。
