地方政府创新实践有着本土的特殊发生机理,地方政府公共产品供给模式创新正是公共事务治理机制创新的体现。本文立足于广西近些年地方政府在解决集中连片特困区域贫困问题的扶贫开发创新活动中,所出现的一系列基础设施建设大会战典型案例,分析权威型政府主导基础设施大会战供给模式生成的一般机理与实现的路径,认为广西所进行的基础设施建设大会战是典型的公共事务治理机制创新,基础设施建设大会战模式是符合广西实际、切实可行的有效解决连片特困区域贫困问题的扶贫开发理想方式,并对基础设施建设大会战模式的绩效衡量、实践功能进行初步阐释与探索。最后文章对“后总体性社会”条件下的动员式公共事务治理模式进行了展望。
