21世纪的第一轮基础教育课程改革在观念、目标、内容、方法、管理与评价等方面有很大的变化。改革能否取得成功,关键在于实施。要正确地实施新课程,正确认识和处理其中诸因素的关系,需要我们每一个实践者有一个对基础教育课程改革全面正确的理解。 -、课程改革是基础教育改革的深化 教育是一个复杂的系统,它因人而设,它由人所为;它既要为社会发展服务,又要为人的发展服务;它既要在现实条件下展开,又要为改变和完善现实条件作准备。因此,它既有超前性,又有现实性。新中国成立后,特别是改革开放以来,我国基础教育课程随着社会的进步在不断发展,基础教育领域内的改革在不同的层面、以不同的规模展开,教育理论界和广大的教育实

Education is a complex system. It is designed by people. It is done by people. It must serve both social development and human development. It must be under realistic conditions. Underneath, we must also prepare for changes and improvements in the conditions of reality. Therefore, it is both advanced and realistic. Since the founding of New China, especially since the reform and opening up, China’s basic education curriculum has continued to develop with the progress of society, and the reforms in the field of basic education have been carried out at different levels and on different scales. The educational theory circle and the vast majority of education have been implemented.
