本文基于对西藏林芝地区“九五”以来小康建设的历史成就和基本模式的研究和总结,系统地提出了推进林芝地区小康建设进一步发展的战略思路:广泛吸收、借鉴世界各国区域开发成功模式与经验,建立高效率的政府决策体系,邀请各方面专家对“林芝地区2003～2020年全面建设小康社会规划”进行全面的修订和完善,先期进行以道路交通、邮电通讯为主的基础设施建设,实施重点地区重点产业重点投资的突破式非均衡发展。具体路径是:(1)制度创新;(2)优化决策;(3)发展重点;(4)人力投资;(5)结构调整;(6)持续发展。
Based on the research and summary of the historic achievements and basic patterns of well-to-do construction in Nyingchi Prefecture since the Ninth Five-Year Plan of Tibet, this paper systematically put forward the strategic idea of promoting the further development of well-to-do society in Nyingchi Prefecture: extensively absorbing and drawing lessons from the successful modes of regional development in the world Experience and establish an efficient government decision-making system. All experts are invited to conduct a comprehensive revision and improvement of the “Plan for Building a Well-off Society in an All-round Way 2003-2020 in Nyingchi Prefecture”. The construction of infrastructures including road traffic and post and telecommunications should be carried out in advance, The implementation of key areas of key industries investment in key breakthroughs in the unbalanced development.
