质量评估技术应用于各个领域,它的成功不仅取决于行政系统的健全,也取决于地方的管理水平。全面质量管理(TQM)应用到英国国家卫生保健项目是为了改善其实施及运行。同时,也会有利于按照成本——效益的准则来达成项目的根本目标:为民行医。
Quality assessment techniques are applied in various fields and its success depends not only on the soundness of the administrative system but also on the level of local management. Total Quality Management (TQM) is applied to the UK National Health Project to improve its implementation and operation. At the same time, it will also help to achieve the basic goal of the project according to the cost-benefit principle: to practice medicine for the people.
