2001年,国库集中收付改革在我国开幕,而构建国库单一账户体系是其应有之意。十年磨一剑,但直到目前,全国不少市县构建国库单一账户体系仍难实现,进而无法对预算单位银行账户实现“制”管。然而,江苏省东台市却让国库单一账户体系“落实”了,并“制”管预算单位银行账户。这难为不易,更难能可贵。所以本刊同时“特例”实录《东台市预算单位银行账户管理办法》,以供全国的政府理财官们借鉴。
