2004年3月,中关村园区管委会的职能改革或者说行政改革进入倒计时。尽管人们充满了期待与猜测,但管委会确实会成为中国政府改革的一个实验场或者说是前沿。政府向服务功能转向会在中关村第一个看到。有专家表示,当政府操起手术刀对自己进行手术时,一个充满变数、充满希望与未来的局面才会在中国真正出现。因此,作为中国政府的一个探索性动作,中关村管委会的职能变化会成为开启中国政府全面性动作的一个契机。考虑到本届政府的平民色彩、考虑到本届政府在行政管理上的新的探索,我们有理由认为,中国正在走进一个新
