卫生总费用是一个国家在一定时期内全社会用于卫生保健支出的货币总和。我国卫生总费用的研究始于80年代初期。中国卫生经济培训与研究网络成立后,将其作为科研课题正式立项,并组建了“中国卫生总费用研究”课题组,其主要任务是满足卫生政策分析的需要。十几年来,课题组的专家做了大量的基础性工作,明确了卫生总费用的定义,规范了测算范围、指标和测算方法,形成了从筹资总额、分配流向、服务项目等方面分析卫生总费用的变化趋势及其与经济和社会发展关系的3个相应的核算体系,为国家制定宏观经济政策和卫生发展政策提供了可靠依据。国内外的实践证明,卫生费用总量、结构及其利用水平是关系到卫生工作全局的敏感性指标。
The total health expenditure is the sum of the money spent by a country for health care spending in a given period of time. The study of total health expenditure in China began in the early 1980s. After the establishment of the China Health Economics Training and Research Network, it was officially established as a research project, and a “China Health Expenditure Study” task force was established. Its main task is to meet the needs of health policy analysis. Over the past decade, the experts of the task force have done a lot of basic work, defined the definition of the total health expenditure, standardized the scope, indicators and calculation methods, and formed an analysis of total health from the aspects of total funding, distribution flow, and service projects. The trend of changes in the cost and the three corresponding accounting systems related to economic and social development provide reliable basis for the country to formulate macroeconomic policies and health development policies. The practice at home and abroad has proved that the total amount of health expenses, the structure, and the level of utilization are related to the overall sensitivity of health work.
