我国有些少数民族地区文化比较落后,少数民族群众文化水平不高。作为以少数民族为主要宣传对象的各类少数民族文字报纸,要收到最佳宣传效果,应当根据少数民族读者文化水平的实际情况,坚持图文并茂的原则,加强形象化宣传。现状现在,报纸上的形象化宣传,虽然愈来愈被人们所重视,但是,从各类少数民族文字报纸的情况来看,实际上却做得较差。这突出表现在报纸上新闻照片、新闻漫画、连环画、版画、油画、速写、插图等量少、质差、报道面窄等几方面,尤其是形象化宣传最主要的手段——新闻照片的少、小、慢、呆、窄更为突出。
