白银公司第三冶炼厂尾矿坝,设计坝高48米,用上游法筑坝。初期坝高18米,用水中填土法筑成。虽然初期坝下游增设贴坡排水,但因排水形式不当,随着子坝堆积,坝体浸润线逐渐增高。当子坝堆高超过初期坝顶10米左右时,坝体浸润线出逸点高出初期坝顶1.0米多。1984年~1989年间坝体连年冲刷破坏,几经整修,并曾试验用竖井(管井)排水降低浸润线,但收效甚微。以至坝顶不能正常放矿,严重影响了企业的正常生产。
