Ukraine’s fixed assets are quite old. About 75% of the mines have not been rebuilt in more than 20 years, and no new wells have been built in the past 15 years. This is one of the reasons for the serious coal cut. There are also many problems to be solved in the social infrastructure and ecological environment of the miner’s city and living area. Some of the projects planned to be built have gaps in both well construction capability and infrastructure investment. Therefore, the actual construction period of some mines often exceeds the stipulated time limit by 1 to 1.5 times. Only in the recent 3 years; construction capacity has been reduced by more than 20%. The Outline for the Development of Ukraine’s Coal Industry and Its Social Infrastructure in 2005 pointed out that in order to meet the predicted demand for coal, 21 mines must be reconstructed to build 21 new wells and an open pit mine with a cumulative annual new production capacity of 38.6
