严重的民族危机推动清末湖南留日学生提出湖南地方自治的主张;革命派从反满革命的立场宣传湖南地方自治;改良派主张通过地方自治以救湖南从而救中国;两派的宣传为湖南地方自治作好了舆论和技术准备,也推动了全国性地方自治舆论的形成,但二者都有过于功利和浮躁的问题。
The serious ethnic crisis promoted the proposition of Hunan local autonomy by Hunan students studying in Japan in the late Qing Dynasty. The revolutionary propagated Hunan local autonomy from the position of Anti-Manchu revolution. The reformist advocated that local autonomy should be used to save Hunan so as to save China. Autonomy has done a good job in public opinion and technical preparations, and it has also promoted the formation of a nationwide public opinion on local autonomy. However, both have become too utilitarian and impetuous.
