The Cold War has come to an end, however, history has not been terminated as what Francis Fukuyama had portended, and the evolution of human ideology has not reached its termination.Culture, whose in international relations are becoming more and more outstanding, are still developing. Today, with the forthcoming of globalization, the highly advanced information technology and mass media have greatly accelerated cultural exchange and the interaction between nation states, making it possible for different cultures to cross the regional borders, shake off the binding of time and space and break through the fences of state and nation, thus bringing inestimatable influences on human lifestyles and behavioral criterions, and having a profound impact on international relations and the change of international configuration. Cross-culture exchanges can not only produce frictions and clashes, but also cause fierce impact on the traditional culture and values of some countries, and even lead to international conflicts.In this way, "the clashes of civilizations" of Hentington is not without reason, but the problem is that he overemphasized the clashes to an extreme while neglecting that the mutual integration of different cultures also promotes the inter-dependence between nations and the development of cultures.As a matter of fact, the clashes of culture are creative.Under the premise of keeping its own characteristics, different cultures can make dynamic peace by clashing, intermixing and integrating each other. The role that culture plays in Arab foreign relations is very prominent in both history and reality.The protracted Arab-Israel conflict has its profound religious and cultural background; the conflict and clash between the Islamic culture and the western capitalistic culture has been affecting Arab-West relations up till today.The transformation of international configuration has added strong Islamic color to Arab countries politics and their foreign relations.The call to reestablish the identification of the Islamic culture and value system is becoming stronger and stronger, which profoundly affects the culture-value orientation of Arab leaders in the making of foreign policy. Under the influence of globalization, many Arab states advocate high vigilance against western "cultural imperialism" in ideology, and persist in an independent "Islamic development pattern" in a national development strategy.In the meantime,they also try to absorb advanced western technologic achievements and management techniques in order to revive the national economy by the way called "transformation of values".The purpose of this thesis is to deal with the role that the Arab-Islamic culture plays in Arab relations and its impact on international relations.
