The guidelines for promoting English teaching in elementary schools in China (Ministry of Education,2001a) issued in January 2001 emphasized on the productive use of English for interpersonal communication rather than on receptive English skills;the guidelines for improving teaching for university undergraduate students facilitated an increase in the use of English as an alternative medium of instruction at the tertiary level by suggesting that five to ten percent of all undergraduate teaching should be conducted through a foreign language (Ministry of Education,2001b).
