  本文给出了一些安全管理、安全科学及安全文化建设的新理念、新思路:强调我国应尽快建立“政府—雇主(企业)—雇员(劳动者)”三足鼎立、独立又相互制约的安全生产监管机制,发挥劳动者对安全生产的监督作用,维护劳动者安全、健康、体面劳动的合法权益;提出“大安全观”、“安全第一”公理、“当代人的层次需求论”、“安全风险论”等安全科学文化的新理念;坚持安全科学技术进步及其成果必须为安全、和谐、可持续发展服务的基本原则;比较研究认为,GB/T134579-2009的安全科学技术一级学科比GB/T 134579-1992更系统、更科学、更合理、更具有实用性和指导意义,但仍需完善;特别指出在我国企业安全文化建设中必须转变观点和力求创新,并注意12个方面的问题。
