In this paper,based on the specific project conditions of Upgrading Pakistan Railways Existing Mainline(ML-1)under the China-Pakistan Economic Corridor(CPEC),an analysis of the key issues is performed by demonstrating the necessity of "why to upgrade",defining the goals of "how to upgrade",detailing the study on "how to finish upgrading",solving the difficulty of "how to use after upgrading" and explaining how to make full use of the local survey and design resources.
