研究建立交接断面排污总量财政结算机制：1、以上级政府确定的断面功能区划的水质标准和该断面多年平均迳流量确定该断面允许的排污总量。2、对该断面水质和流量进行自动或人工监测，测定当年排污总量。3、按照国家排污收费单价，国家未明确的按省物价局确定的单价计算金额。当上游超总量指标排放污染物时，由上一级政府在年终财政结算中从上游地方财政向下游支付超指标部分的污染物排放责任金；当上游少于总量指标排放时，由下游地方财政向上游支付少排放部分的补偿金。上游地方所获得的补偿金和所支付的责任金是定量数据，可作为上游党政领导干部政绩考核的重要内容，也可以此建立领导人个人经济奖罚制，即当上游向下游支付责任金或下游向上游支付补偿金时，当地党政主要领导人、相关领导人和有关的干部职工也要从个人收入中支付一定比例的责任金或从补偿金中获得同样比例的奖励金。
