东明县引黄灌区的水资源供需矛盾日益突出.面临引黄量减少、水价低、水费征收率低、工程严重老化失修、渠道淤积严重等问题。灌区灌溉要走“引黄补源,以井保丰、井渠双配套”的路子,积极推进灌区管理体制和运行机制改革,促进水价改革,加快灌区的发展。
The contradiction between supply and demand of water resources in the Yellow River Diversion Project in Dongming County has become increasingly prominent, facing such problems as the decrease of the Yellow River Diversion, the low water price, the low water fee collection rate, serious aging disrepair, serious channel siltation. Irrigation in irrigation areas should take the road of “diverting the Yellow River to supplementing the sources, combining well protection with well development and diversion with well diversion” to actively promote the reform of the irrigation district management system and operation mechanism, promote the reform of water prices and accelerate the development of irrigation districts.
