　　This paper is motivated by the intention to contribute to an understanding of the importance of local distinctiveness in knowledge learning mechanism through Project-Based Organizations(PBOs).More specifically,the research argues that it is needed to take not only the actors and their activities of organizations but also the effect of local distinctiveness into consideration for analyzing the process of knowledge learning in PBOs.
