　　For a long time,how to better estimate the unique Origin-Destination matrices with limited traffic data has puzzled traffic scientists.In this paper,a scalable OD demand estimation approach with the new data source of Connected Vehicles(CVs)is proposed to use more detailed traffic information to provide the unique OD solution.Firstly,we generate the concept of modularized Fundamental Intersection-based Network Elements(FINE),such that the real transportation network can be decomposed into several basic units.
