　　Today, the "Bottom Billion" lives with no secure food supply, and limited access to clean water,sanitation or modem energy services.In both the MENA and Sub-Saharan Regions, the rural poor and the slum dwellers have no access to electricity with about 30 million severely undersupplied and another 50 million that need to be reconsidered for basic energy services.At the same time,rapidly increasing demand for development and climate changes issues are intensifying pressure on natural resources and hence adding to the vulnerability of poor people and their ecosystems!This paper presents a package of renewable energy policies and regulatory procedures that will put into effect for implementation a robust national business model that is well-designed in terms of its applicability and follows a multi-objective model that provides solutions to all current market obstacles and implementation issues such as know-how, technology transfer, socio-economic development, participatory approaches at grass root, private sector finance, etc.
