Based on the monthly precipitation data from 1961-2012 of 39 meteorological stations in Qinghai Province,we analyzed drought change characteristics at different scales using the Standardized Precipitation Evapotranspiration Index (SPEI).Further the relationship between NDVI and SPEI was also revealed based on the analysis of spatio-temporal variations and sustainability of vegetation using SPOT-NDVI sequences from 1998 to 2012.The results showed the changing trends of SPEI at different scales were similar and the fluctuations became more obvious with decreasing temporal SPEI scale. For the annual change, the average SPEI values decreased with increasing drought frequency.
