从城市排水运营角度寻找内涝治理突破口

排水系统的完善是一个城市文明的标志,不仅关乎城市的发展,更关乎民生.我们国家许多城市内涝严重,这反映城市的排水系统还是不够完善.近年来,国家和各城市对城市内涝重视程度显著提高,均以立法形式出台法规,这无疑给破解城市内涝难题带来希望.我们哈尔滨近年来在城市排水方面做了大量工作,可以说取得了一定成效.下面结合我市排水实际情况,从运营管理角度谈谈哈尔滨市老城区的内涝治理工作,与大家共勉.一、哈尔滨市老城区(主城区)排水设施概况哈尔滨市地处北纬45度、东经126度,属大陆季风性气候,雨热同季,降雨集中在6至8月.城区地形地貌总体上为南高北低、西高东低,主城区北临松花江.市区内有马家沟、何家沟、信义沟三条内河.由此在哈尔滨主城区形成了马家沟河流域、何家沟流域、信义沟(阿什河)流域、沿松花江哈尔滨城区段四个排水分区组成的相对独立的合流制排水体制.
